In late April, President Mahmoud Abbas, head of the Palestinian Authority, which has control of some parts of the West Bank, announced it was postponing what should have been the first Palestinian election in 15 years. In theory, the elections were to be held on the west coast occupied by Israel, the Gaza Strip and East Jerusalem. But Abbas is at odds with Hamas ruling in Gaza, and Israel has banned the Palestinian Authority from operating in East Jerusalem, where most Palestinians are not Israeli citizens. Abbas, who lagged behind in the polls, accused Israel of cancellation, saying he did not agree to the East Jerusalem voting mechanism.
