The conference brings together many of Afghanistan’s neighbors, including Pakistan, Iran, Russia, China, Uzbekistan and Tajikistan. Several have been accused of supporting factions in Afghanistan and inciting violence for their own gain. They also have concerns about militant groups in Afghanistan that threaten them, such as the Islamic Movement of Uzbekistan and the Islamic State group. Many, including the United States, see the Taliban as a useful bulwark against these groups.
