The new government will introduce a regulator to oversee the regulators

Among the agreements established by the incoming coalition government, a new very powerful body will be established as part of the Law on Economic Arrangements with far-reaching regulatory powers to change new and existing regulations. However, the new body could cause friction between Prime Minister-designate Naftali Bennett and Finance Minister Avigdor Lieberman, as it is unclear under which of these two ministers the new emperor will be overseen.

Bennett presented the idea as one of the main policies in Yamina’s election manifesto and wanted MK Abir Kara to serve as deputy minister overseeing the new position. But that is not mentioned in the coalition agreements.

However, in a coalition agreement between Yah Yaid Lapid and Yisrael Beitenu of Avigdor Lieberman, it was agreed that Liberman would head the Committee of Regulatory Affairs and that there would be a general plan to reduce the regulatory burden under the next Economic Arrangements Act. through a “platform with operational authority,” whose powers will be anchored in a separate law.

The agreement with Yisrael Beitenu states that the Knesset will re-establish a Reform Committee headed by one of Yisrael Beitenu’s MKs, mainly to promote the topic of infrastructure. The agreement also states that Lieberman will have another of his MKs as a minister in the Ministry of Finance, as well as control over a key Knesset Finance Committee, giving the party a monopoly on budget issues and Knesset reforms.

The new regulatory body will have broad powers to intervene not only on new regulations but also on existing regulations, or at least so it says in the coalition agreement between Yesh Atid and Yisrael Beitenu.

The structure of the new government will be similar to the structure of Elektroprivreda, which has civil servants and representatives of the public in the council for the supervision of Israeli Elektroprivreda. But it remains unclear which government ministry, this new powerful regulator of regulators, will be attached to.
